libcmor-dev software package provides Development files for Climate Model Output Rewriter, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcmor-dev
libcmor-dev is installed in your system.
Make ensure the libcmor-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcmor-dev *
You will get with libcmor-dev package name, version, architecture and description in a table
